Your letter to Montgomery of the 21st
ultimo about the proposed University at Pankow.
We have received, amongst other letters on the subject, one from the Leith Chamber of Commerce, copy of which is enclosed, referring to an alleged expression of willingness on the part of His Majesty's Government to contribute One hundred and fifty thousand pounds to the scheme. We replied to this letter at once, telling the writers that they must be under some risapprehension on this point.
Yesterday Mr. Soothill called, in reference
to our reply to the Leith Chamber and gave me to understand
that Mr. Lloyd George had informed Mr. Scott of the "Manchester Guardian" that if the University promoters would collent or guarantee One hundred and fifty thousand pounds towards the University, he, Mr. Lloyd George, would be prepared to make
a similar grant on hehalf of His Majesty's Government. This
